We are looking for an experienced director who will provide leadership to internal support functions of the Personnel Department.  The position is responsible for the County’s Personnel System and direction of the Personnel Department.  This individual will be an optimistic and energetic leader that knows current challenges and affords us an opportunity to create more effective and efficient services while serving the employees and taxpayers. This position will be a member of the management team. 

Salary range: $126,139 - $165,986, DOQ (starts at $4,851.50/bi-weekly (DOQ) with advancement up to $6,384.11/bi-weekly)  The County provides an attractive benefits package including health, dental, and life insurance; flexible benefits plan; optional long-term disability, and accident and health insurances; vacation and sick time; professional development; and retirement contributions through the Minnesota Public Employees Retirement Association (PERA).  

Required Background and Experience

  • Bachelor’s degree in Public Administration, Business Administration, Human Resources Management, or Accounting, plus a minimum of four years demonstrated experience at management level; or a Master’s Degree in Public Administration, Business Administration, Human Resource Management, or Accounting, plus two years demonstrated experience at management level.
  • Experience in Labor Relations including contracts and grievance negotiations, mediation, and arbitration is desired.
  • Extensive knowledge of personnel principles and practices.
  • Must possess and maintain a valid Driver’s License.
  • Must pass a personal background investigation.
  • Ability to manage a broad spectrum of divisions.
  • Ability to solve problems under stressful circumstances.
  • Ability to collect and interpret data to effectively make sound management decisions.
  • Knowledge of laws, rules, and regulations affecting county government operations including federal and state statutes government public sector employment.
  • Ability to effectively supervise and lead people.
  • Ability to communicate effectively.
  • Knowledge of County programs, operations, policies, and procedures.
  • Ability to accurately assess complex financial data and draw sound fiscal conclusions.
  • Knowledge of the principles and practices of labor relations.
  • Knowledge of Countywide software and associated programs.
  • Knowledge of budget preparation and control procedures.
  • Knowledge of insurance plans, pay and compensation, and benefits administration.
  • Ability to promote and maintain harmony in the workplace.
