Position Primary Purpose and General Responsibilities
Under the leadership of the Executive Director for Operations in the office of Community, Outreach, and Engagement, the Senior Program Administrator will provide administrative oversight for the COE programs. These programs include current and growing activities, including but not limited to the Smoking Cessation Program (We Can Quit) and developing programs such as a speaker's bureau, community grant initiative, and other long and short-term projects to improve cancer health outcomes across the Commonwealth. The senior administrator will work on project execution quality assurance and ensure accountability for project outcomes. The candidate will be responsible for evaluative measures to ensure the ongoing success of programs and projects. The COE is committed to capacity and partnership development. The candidate will work with community partners to strengthen the structure and success of small and more significant grants application with Massey Cancer Center and other grant application programs. The candidate will also administer the smoking cessation program to include - function as a tobacco treatment specialist (TTS), provide programmatic oversight for other TTS (continuous education training), data management, and program evaluation and outcome.
The candidate will be responsible for organizing activities across multiple programs' internal teams and serve as liaisons between community partners, the COE, and internal departments or functional areas at Massey. The candidate will coordinate interdepartmental business unit activities with other VCU offices and with outside agencies; meets with other departments, agencies, committees, community groups, and public officials to coordinate and implement various projects and programs.
The senior program administrator's decision-making skills significantly impact service delivery, building institutional trust within communities, and program outcomes. Administrators work under minimal supervision, resolving complex issues independently and referring unprecedented issues to the Exec. Director. The primary purpose of the administrator job is strategic management, and the role will not functionally manage direct reports.
Typical Duties
- Responsible for long-range strategic planning
- Responsible for advancing the service mission and providing strategic direction for assigned program activities and outcomes produced for the office of COE
- Build and expand relationships and trust with agencies, stakeholders, and professionals within communities for current and expanded community programming activities
- Exercise independent judgment for complex issues to ensure departmental objectives are met under the direction of Exec. Director
- Represent the project to all related community agencies and organizations, serving as the project's liaison, spokesperson, and representative. Serve as a champion for Massey and the COE within VCU and the community to represent and raise awareness of project(s)
- Ensure policy and legal compliance
- Perform other related duties incidental to the work described herein

- Advanced Degree
- Relevant professional experiences or the equivalent combination of education, experience, and training
- Genuinely interested in working in health disparities through service, outreach, education, and research

- Exceptionally organized and an effective communicator, capable of determining how best to reach different audiences and executing communications based on that understanding

- Ability to develop, implement, administrator, and evaluate COE programs
- Strong initiative and ability to work with minimal supervision

- Demonstrate teamwork and professionalism in working with patients and families
- Proficient computer skills required
- Advanced knowledge of Microsoft Office products and G-Suite applications (Google Sheets, Google Docs)
- Flexibility with work schedule and location
- Bilingual, Spanish and English language proficiency
- Experience with tobacco cessation related programs and/or addiction counseling
- Experience managing staff or extensive peer-coaching
- Familiarity with best practices regarding outreach efforts to underserved populations throughout Virginia
