The University of Tennessee at Martin is seeking a qualified applicant for the full-time position of Program Supervisor in the Department of Child and Family Grant Programs. This is a grant funded position and continuation of employment is dependent upon grant funding. Under the direct supervision of the Program Manager, the Program Supervisor (PS) functions as a team leader for Healthy Start/Healthier Beginnings projects to hold family support staff accountable for the quality of service to participants. PS is responsible for providing ongoing, intense, and professional supervision to assure quality in service delivery.

Essential Job Functions:
Personnel management: Assists with the selection of staff and provides new staff orientation. Monitors ongoing staff performance throughout the year and completes yearly staff evaluations. Works with the Program Manager to address staff disciplinary actions. Meets with individual staff weekly in a 2-hour reflective supervision session to provide feedback and ensure HFA standards are being met in the delivery of services. Educates staff on new policies and procedures and HFA standards. Monitors staff attendance and completion of required training at hire and throughout employment.
Contract Compliance: Maintains current knowledge of contract policies and HFA standards. Monitors participant files for required forms to be completed accurately and in the required time frame. Submits data or ensures data is submitted in a timely manner in the Department of Health statewide database system. Monitors grant expenditures and meets monthly to review budget with the Program Manager. Complies with HFA standards to ensure the program remains in good standing. Participates in monthly Department of Health (grantor) quality assurance conference calls and grantee staff conference calls. Meets monthly for supervision meetings with Program Manager. Attends statewide meetings/conferences/committees/trainings as required.
Collaboration: Attends community partner meetings in the service area to stay informed of community services and to share program information. Collaborates with other agencies to provide community events in the service area for children and families. Monitors service area for new resources in the community and provides information regarding program services to new programs/agencies. Attends events as guest speaker to share information about program services.


Qualifications :

Minimum Qualifications
Bachelor’s degree in Social Work, Family Consumer Sciences, Early Childhood Education, Counseling or related field.
Five years of relevant, progressively responsible experience, or an equivalent combination of education, training, and experience. Supervisory experience.
Knowledge of infant and child development and maternal-infant health.
Working knowledge of the dynamics of child abuse, neglect and family violence.
Oral and written communication skills
Computer knowledge with skills in word processing and the ability to learn new computer programs.
Demonstrated ability to supervise staff.
Ability to perform moderate lifting of supplies.
Prolonged sitting, especially in a driving capacity
Valid Driver’s license and responsible mode of transport.
Must obtain Infant Mental Health endorsement within the first year of employment.

Preferred Qualifications
Master’s degree
3-4 years supervision experience with 3 or more staff
3-5 years working with children and families
2-3 years’ experience with home visitation services
Budget experience with grant/non-profit program
