Basic Function:

Under the direction of the Senior Vice President and General Counsel, provides legal advice, guidance, and representation to the Texas Hospital Association (THA) and its related entities on a wide range of legal, regulatory, and transactional issues; and plays a key role in THA's advocacy efforts, working closely with THA's lobby and policy teams with respect to federal and state legislative, regulatory and health policy matters. Will be expected to register as a lobbyist in the State of Texas. Relevant areas of legal knowledge include but are not limited to healthcare law; information technology; HIPAA; Medicare, Medicaid, state lobbying; insurance regulation; and non-profit corporate organization and governance.

The position requires computer skills in Microsoft Office Suite.

Must have strong interpersonal skills and ability to adapt to change.

Excellent speaking skills, including the ability to clearly describe complex issues.

Ability to think creatively and strategically.

Effective communication, interpersonal as well as research and writing skills.

Ability to handle multiple competing demands.

Ability to use legal research programs.

The position involves a hybrid in-person and work-from-home work model.


Must have a valid Texas Drivers' License and proof of insurance if driving for THA-related business.

Requires a thorough understanding of a specialized area of knowledge.

Law school graduate from an accredited law school.

Must be a member in good standing of the Texas bar.

Must be eligible to register as a lobbyist in the State of Texas and maintain such registration.

Minimum of 10 years as a licensed attorney is required. Additional experience beyond the preferred experience described below may be counted toward the minimum licensure requirement in the discretion of THA.

Minimum 4 years experience serving in-house in a hospital or health system, or in a trade association or relevant government office or agency setting strongly preferred.

Experience and/or knowledge of healthcare law is strongly preferred.
