Duties Description:
Under the direction of the Chief Municipal Audits (M-4), the Project Coordinator (Technical Lead) (SG-29) will be responsible for providing technical guidance, advice, and support to the Justice Court Fund Modernization project technical team and for oversight and direction of the architectural design, application development, systems integration, and implementation of the new Justice Court system. Duties will include management of all aspects of the Systems Development Life Cycle, overseeing and developing all procurement requests for systems related needs, hiring, and managing all necessary technical resources (this may include additional project positions, consultants, and permanent State staff), developing an operational plan for technical resources for maintaining the system after go-live. Duties include, but are not limited to:
- Provide technical guidance, advice, and support to the Justice Court Fund Modernization project technical team.
- Oversee the architectural design, application development, systems integration, and implementation of the new Justice Court system.
- Manage all aspects of the Systems Development Life Cycle of the Justice Court Replacement project, taking on an active role in all stages of the application development lifecycle.
- Manage all technical staff including analysts, developers, architects, system admins, release managers, and vendors for application requirements validation, development, testing, release, and deployment.
- Manage the preparation of detailed work plans for staff resources and monitor work plans for progress, adjusting resource allocation and priorities as necessary.
- Manage vendors and system integrators who maybe developing applications and/or services for the project to ensure that the product or service developed is according to specifications, reviews conducted as appropriate and resolves problems as necessary.
- Oversee the recruitment and hiring of all technical positions (this may include State Staff, Project Items and/or Consultants) on the project.
- Coordinate and communicate with CIO Director of Applications and CIO Assistant Director of Enterprise Applications to ensure that all deliverables meet applicable CIO’s technical, architectural and security standards.
- Manage the preparation and review of technical project deliverables.
- Oversee the development of an operational plan for the technical resources for maintaining the system after go-live.
- Plan, prioritize and execute activities related to resolving defects or technical issues.
- Identify, mitigate, and escalate technical risks and issues appropriately.
- Oversee planning, development, testing and deployment of data analytics and business intelligence for the project.
- Collaboration with CIO technical and operational leadership to ensure alignment on related technical standards, architecture, and strategy.
- Inform and provide recommendations to the Project Director, Project Sponsor, Project Steering Committee and Project Executives.
- Coordinate with external and internal stakeholders as required.
- Perform the full range of supervisory responsibilities.
- Other duties and assignments as assigned.
- Propose and manage budgets and spending associated with the technical aspects of the project.
- Assist the Project Director with oversight of spending on the project.
- Assess, identify, and escalate any budget or procurement related risks and issues.
- Budget, monitor and track PS and NPS technical spending on the project.
- Review new procurement requests to ensure they better position OSC for the future and meet current project initiatives.
- Ensure team managers and appropriate staff develop a clear understanding of NYS Procurement law and OSC procurement process(es) to allow submission of appropriate requests to CIO Financial Management.

- Experience in budgeting and procurement, including writing Statements of Work, awarding bids, and use of varying NYS contracts.
- Demonstrated flexibility to adjust and thrive in an environment with changing requirements, schedules, and priorities for multiple projects or assignments.
- Demonstrated ability to work within and across teams and to conceptualize and communicate ideas.
- Ability to make recommendations and facilitate team consensus to move initiatives forward.
- Excellent interpersonal skills, including oral and written communication skills.
- Ability to work effectively with executive, technical, and non-technical staff.
Qualifications:
You must have at least ten (10) years of progressively responsible experience in the system development lifecycle, including the following (which may be concurrent):
- At least three (3) years of supervisory experience or one (1) year of managerial experience.
- At least three (3) years of experience planning and managing complex IT projects.
- At least one (1) year of experience collaborating with business partners in the development of project priorities and IT applications solutions.
- At least two (2) years of experience managing a project budget, vendor relationships and developing and managing NYS procurements.
An Associate’s degree may be substituted for two (2) years of general experience.
A Bachelor’s degree may be substituted for four (4) years of general experience.
A Master’s degree may be substituted for one (1) year of the general experience.
