Classification: Non-Exempt - Full Time (40)-hours – M– F - Five (8)-hour shifts – Hour lunch - Kimberly is a drug free work place.
Salary Range: $21 - $23 / hour
Benefit Package: Mandatory employee PERSI retirement participation-payroll deduction, with employer contribution, Health Insurance, Life Flight, Dental Insurance and Life Insurance. No overtime compensation. Salary compensation for this position shall be based upon experience, skills and ability to perform the necessary job duties.
General Statement of Duties CSO Community Service Officer:
Issues dog and miscellaneous animal licenses, including but not limited to chickens, goats, rabbits, horses or pheasants, responds to and investigates complaints of stray or abused animals, handles animals for the purpose of investigations of mistreatment, or control of abandoned, dangerous, animals at large, or unattended animals, maintains the City kennel-holding facility, transports dogs to the Twin Falls Animal Shelter after a determined holding period, provides community service to the citizens of Kimberly regarding junk vehicles, weeds, obstructions of streets, alley right of ways, abandoned vehicles, applicable public nuisances. Monitors compliance with City mandated irrigation watering restrictions, for properties utilizing City potable/drinking watering for outside irrigation. The CSO officer reports and issues verbal and written property notices and coordinates with the Kimberly Police Department for issuance of applicable uniform citations and conducts an annual community clean sweep.
General Statement of Duties Park Mower-Trimer:
Seasonal mowing, bagging, trimming, and fall leaf mow/pickup. City Parks, currently are a total of approximately 7.15 acres. All equipment, trailers, tow vehicles, mowers, bagging equipment and trimmers are provided. Typical mowing season is six months with fall leaf mowing-bagging. The public works crew shall perform all maintenance on the equipment, servicing, greasing, tune ups, blade sharpening, repairs, etc. The person holding this position shall carry a cell phone in order to receive and respond to animal control calls when in the parks mowing. A vehicle shall be provided both for animal control and mower/trimming equipment being moved from park to park. This position is not a street maintenance, tree trimming, weed spraying, sprinkler repair / equipment repair position.
Classification Summary
An employee in this class responds to emergency and non-emergency animal control calls and to non-emergency calls for service. The Community Service Officer interviews victims, observes the subject property, collects and photos evidence and prepares reports. Due to the nature of the work, accuracy, attention to detail, analytical skills, and both verbal and written communication skills are very important qualities that must be demonstrated by the officer. The Community Service Officer reports to the Public Works Director who reviews work after the fact for quality, quantity, accuracy and neatness of tasks performed and services provided to the public. Community Service Officers do not supervise but may be required to train new employees in the same or similar job. The principal duties of the class are performed in a work environment in which the employee primarily conducts fieldwork, and inside office work. This position can be stressful and citizens may become emotional pending the applicable situation. The Public Works department shall provide back-up staff when necessary, during vacation – sick time off and associated job-related events.

Essential Duties and Responsibilities
- Responds to animal control calls for service such as capturing, transport, or trapping, stray animals;
- Maintain transfer station kennel area and replenish kennel materials: dog food, blankets, cardboard bases, etc. as needed;
- Conducts investigations and coordinates with the police department for issuance of Idaho Uniform citations of animal neglect and starving animals, animal bite cases, pickup of deceased domestic animals that pose a public health risk as described in Kimberly City Code;
- Transport seized animals after a determined amount of time to the Twin Falls shelter;
- Prepare for prosecutions related to animal treatment, and give evidence in court if necessary;
- Educate the public about weed abatement, abandoned vehicles, junk removal, animal control vehicles;
- Responds to parking complaints, right of way obstructions and issues verbal or written communication for parking offenses as described in Kimberly City Code;
- Notifies Police Department of vehicles that have been abandoned, needing to be tagged;
- Conducts fact finding interviews with the victims and others in person or on the telephone to elicit detailed information
- Uses available Twin Falls County Parcel data sources to research property ownership, animal ownership and subject property histories;
- Writes applicable reports, ensuring accurate and detailed information;
- Collects, preserves and maintains applicable evidence and property for safekeeping;
- Responds to calls to assist citizens regarding violations of applicable Kimberly City Codes, take reports and collect evidence;
- Testifies and presents evidence in court as needed;
- Provides general and specific Kimberly Code rules, issues regarding regulations, enforcement and violation information to the public;
- Provides community outreach programs, such as but not limited clean sweep projects;
- Keeps immediate supervisor and Public Works Director fully informed concerning work progress, including present and potential work problems, schedules, workloads and provides suggestions for new or improved ways of addressing such issues.
- Operate commercial lawn mowing / bagging equipment, grass-leaf blowers, trimmers, driving a pickup, hitching the mower trailer, pulling a mower trailer, etc.
Other Duties and Responsibilities
- Shall provide assistance to the immediate supervisor as needed;

Knowledge, Skills and Abilities
- General knowledge of City Codes and regulations within six months of employment;
- Local, State and Federal laws as applicable to community law enforcement;
- Report writing and record keeping techniques, processes and procedures;
- English grammar, spelling and punctuation;

Acceptable Experience and Training
- Must possess High School Diploma or GED equivalent
- Two years of experience in general office work, law enforcement, animal husbandry or any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work
Special Qualifications
- Must possess or obtain a valid State of Idaho driver’s license without record of suspension or revocation in any state

New employees are subject to the standard probationary period, which is three months.
